Introduction

Alinea International Ltd. (Canada) provides management and technical expertise to developing and transitional country partners on projects that promote sustainable growth and meaningful opportunities for people to improve their lives. The Safe Food for Growth project (SAFEGRO) which is funded by the Government of Canada through Global Affairs Canada (GAC) for the period from 2019 to 2024, with extension to 2026, is being supported technically by the Canadian Executing Agency (CEA), led by Alinea in partnership with the University of Guelph and other leading food safety organizations. The SAFEGRO is designed to support the Government of Vietnam to ensure better access to safe and competitive agri-food products, with an aim to improve the well-being of female and male consumers as well as other beneficiaries (including poor farmers) in Vietnam. The project operates across the agri-food value chains by engaging and building the capacity of three main target groups: the public sector (enabling environment), the private sector (supply side), and the consumer (demand side).  The SAFEGRO technical team works with national and sub-national governments to enforce food safety regulations, private sector suppliers to increase the competitiveness of Vietnamese food products domestically and internationally, and consumers to improve demand for safe food in Vietnam. Key partners on this project include The Ministry of Agriculture Rural Development (MARD), the Ministry of Industry and Trade (MOIT), the Ministry of Health (MOH), Ha Noi and Ho Chi Minh city agencies, and other Vietnamese Academic Institutes. Given the request from Department of Crop Production (DCD) and Department of Fishery (DF) under MARD for revising TCVN VietGAP General, there is demand of one unified VietGAP logo for all fishery, livestock, and crops sectors in Vietnam under which producers and operators with be “credibly” audited and certified for safe food for sale. In 2024-2025, SAFEGRO has committed to support this request. At the same time new legislation is being put in place to support the new, re-vitalized VietGAP certification program aligned with international standards. The new brand logo is expected to represent the scope of this effort.   The Vietnam Good Agricultural Practice (VietGAP) program being supported by MARD aims to ensure safe, sustainable, and high-quality agricultural production. An official single unified VietGAP logo and brand is essential to promote recognition and trust among consumers, producers, and stakeholders. Alinea International is inviting qualified vendors to submit proposals for the design of a VietGAP trademarked logo to support MARD agencies. This Request for Proposal (RFP) aims to identify vendors who can fulfill specific roles and meet the assignment requirements. The purpose of this document is to provide a comprehensive overview of MARD agencies’ needs and expectations in designing a common VietGAP logo that will represent all agricultural sectors in Vietnam. We also recognize that the VietGAP brand has been diluted by multiple organizations trying to adopt their own versions of a VietGAP brand logo creating significant confusion in the marketplace.  The proposed new VietGAP brand logo is expected to be trademarked for Intellectual Property (IP) rights with MARD alone. Assignment Overview The assignment involves designing a brand logo with slogans that encapsulate the principles of a revitalized VietGAP across all agricultural sectors, including crops, livestock, aquaculture, and probably forestry. The logo and slogan should be recognizable and unique by international and domestic markets, and able to be used in various marketing materials and product packaging. Purpose of VietGAP Logo The primary goal is to create a unified logo across agricultural sectors with slogan that:
  • Represents the core values of VietGAP: safety, quality, sustainability, and traceability.
  • Enhances consumer trust and recognition as the only “official” accepted VietGAP brand logo.
  • Can be easily identified and associated with all VietGAP-certified products.
  • Is adaptable for various uses across different media and packaging types.
Responsibilities We require the following consulting service to be completed:
  • Graphic design: be responsible for creating the logo and slogan.
  • Quality assurance: oversee the assignment ensuring timelines, objectives and the design meets all specific requirements and standards.
  • Stakeholder liaison: actively communicate with MARD agencies including the DF, DCP and DLP and/or focal point of VietGAP revision in MARD to define their expectation for logo and slogan as well as their comments/inputs to various drafts.
Target Audience The target users for this VietGAP Logo include:
  • Value chain actors (e.g. farmers, cooperatives, processors, distributors, and buyers) who are certified to produce agri-food products according to VietGAP Standard.
  • Accredited certification bodies (public and private) which will conduct VietGAP audits and “issue” the authorized VietGAP certificates to qualified recipients; these are the presumed licensees
  • Government agencies who are directly involved in managing VietGAP certification and standards in Vietnam.
  • End-consumers. It is expected that the common VietGAP logo once implemented, will help consumers to differentiate the standard VietGAP products from the uncertified VietGAP ones in the markets.
Scope of Work The service provider will report to the Project Director and work closely with Project Officer and MARD agencies, as our clients, during designing the VietGAP logo during the contract period. The assignment scope of work includes:
  • Research and Concept Development:
  1. Understand the VietGAP principles and target audience.
  2. Conduct a competitive analysis of existing agricultural certification logos.
  3. Develop initial logo concepts.
  4. Develop initial slogan.
  • Design and Refinement:
  1. Create multiple logo drafts with slogans.  
  2. Incorporate feedback from stakeholders and refine the designs.
  3. Ensure the logo works in different sizes and formats.
  • Finalization and Delivery:
  1. Finalize the selected logo-slogan design.
  2. Create logo guidelines detailing usage, colors, and typography.
  3. Provide the final logo in various formats (e.g., vector, PNG, JPG).
  4. Report on implementation of logo with recommendations
Deliverables The Consultant(s) will provide the following deliverables in this package.
  • Initial Concepts: A minimum of three distinct logo concepts with attached slogan.
  • Refined Designs: Refined versions of the selected concept(s) based on feedback.
  • Final Logo: The final logo design with attached slogan in high-resolution and vector formats.
  • Logo Guidelines: A comprehensive guide on how to use the logo across different platforms and materials written both in Vietnamese and English including but not limited to
  1. Trademarking
  2. Branding and communication
  3. Governance and management if possible
  • Presentation Materials: Visual aids for presenting the logo to stakeholders.
Work schedule The assignment will take one month for design and consultation, and one month for refining the design after consultation. Application Evaluation Criteria The applicant will be evaluated based on technical capacities (80%) and financial proposals (20%). The evaluation process includes a thorough examination of the supplier's capabilities, guided by the criteria outlined below: 1. Experience and Portfolio:
  • Proven track record in logo design, particularly logo designing experience in the agricultural or certification sectors as an advantage.
  • Strong portfolio showcasing previous logo designs and related work.
2. Creativity and Conceptual Skills:
  • Ability to create a logo with slogan that is both visually appealing and conceptually aligned with VietGAP values.
  • Innovative approach to design that distinguishes the logo from other certification marks.
3. Technical Expertise:
  • Proficiency in graphic design software.
  • Ability to produce high-quality designs that can be scaled and adapted for various uses.
4. Communication and Collaboration:
  • Effective communication skills for liaising with stakeholders.

  • Ability to translate these principles into a visual identity.

The SAFEGRO technical team works with national and sub-national governments to enforce food safety regulations, private sector suppliers to increase the competitiveness of Vietnamese food products domestically and internationally, and consumers to improve demand for safe food in Vietnam. Key partners on this project include The Ministry of Agriculture Rural Development (MARD), the Ministry of Industry and Trade (MOIT), the Ministry of Health (MOH), Ha Noi and Ho Chi Minh city agencies, and other Vietnamese Academic Institutes. The government of Vietnam has committed to promote environmentally friendly agricultural technology and practices and gender equality by making these as cross-cutting issues in all political, economic, and cultural and social spheres. Therefore, within scope of SAFEGRO project, gender equality shall be integrated across all activities in the TORs to ensure: (i) collection of gender-disaggregated data for reporting and MEL; (ii) gender-sensitivity languages, photos, images, messages, etc.; (iii) equal participation in decision-making and benefit of women and men from activities and services; (iv) gender analysis before any intervention, decisions, or outlining plans and; (v) Gender equality mainstreaming shall be discussed at all meetings and consultations with government counterparts, regardless of the topics, technical or otherwise. The Project mobilizes international and national consultants to provide high quality technical assistance and capacity building activities to the government agencies and chain actors. To implement the project activities, Alinea International is seeking a part-time Local Communication Officer for the SAFEGRO project. Scope of Work The Local Communication Officer (LCO) will be based in Hanoi and work in a team with international consultants and national consultants under the supervision of the Project Director (PD) and Project Manager (PM). The LCO will handle internalcommunications activities for the SAFEGRO project, focusing on the project’s social media and website. S/he will ensure project compliance with Alinea and Global Affairs Canada rules and requirements related to branding and marking photo consent policies as well. The LCO will ensure that all communication products are designed and developed with gender sensitive and environmentally responsive messaging on food safety. The position requires fieldwork for collecting information and pictures as inputs to the work. Detail responsibilities/tasks, deliverable, and level of efforts per month. Coordination of component 3 activities and reporting
  • Take lead in coordination and implementation of project communicationactivities under the component 3 (demand side), including to monitor and work with consultants to ensure high quality services/products from the project to target benefiting agencies.
  • Provide technical input in the development of the Performance Measurement Framework (PMF), the risk register, annual work plans, monthly highlight reports, semi-annual and annual reports.
  • Develop and work with project partners to implement a communication strategy for project in general and provide detailed communication inputs to achieve the expected project outcomes as identified in the Logical model (Appendix of the Project Description) when required.
  • Provide technical support to civil society organizations, particularly consumer and women’s groups to develop social media tools for sharing information on food safety and availability of safe and affordable agri-food products.
  • Work with the Alinea Communications team to develop and share food safety communication materials to relevant networks, including on social media platforms.

Project visibility in events and activities
  • Take lead in designing communication messages and appearance (backdrops, logos, etc) ensuring project visibility (SAFEGRO and GAC) appeared in all events and activities supported by the Project.

Communication products (such as video clips, scripts, gender e-learning modules and scenario)
  • Provide technical assistance to the media to communicate gender sensitive and environmentally responsive messaging on food safety and availability of affordable safe Agri food products in a well-informed manner.
  • Develop gender sensitive educational materials on key aspects of food safety that are specifically designed for various age groups and disseminated to educational institutions.
  • Provide technical assistance to Ministry of Healths (and other government agencies) to improve their public communication regarding food safety issues in a gender and environmentally responsive manner.
  • Supervise other service providers (e.g. VTV2 and others) to produce high quality communication product for the project.

Quarterly newsletters, News, Blogs highlighting key activities, results, good practices, and success stories
  • Collect information from project activities to prepare newsletters, press release and communication briefs for project visibility information dissemination, as required.

  • Administer and regularly propose improvement on the project’s website and social media page.

Required qualification: The Local Communication Officer must possess the following minimum qualifications and experience:
  • At least anundergraduate degree (i.e. University bachelor's degree) in a relevant discipline such as communication, business communication, journalism, speech communication, technical communication across digital, written, and visual platforms.
  • Having good knowledge and experience of gender equality and women empowerment. Have solid experience in designing and developing communication products with gender sensitivity and gender responsibility approach.  
  • Level 4 - Advanced Professional Proficiency in English and in Vietnamese (oral, reading and writing).
  • 60 months of combined professional experience in (i) communicating scientific and technical information to diverse audiences; (ii) providing advice and making decisions regarding the most appropriate and effective means to communicate specific information to target audiences; (iii) developing communication plans and budgets; and (iv) working on visual/design platforms/software.

In partnership with the University of Guelph (Canada), Alinea International works with national and sub-national governments to enforce food safety regulations, private sector suppliers to increase the competitiveness of Vietnamese food products domestically and internationally, and consumers to improve demand for safe food in Vietnam. Key partners on this project include The Ministry of Agriculture Rural Development (MARD), the Ministry of Industry and Trade (MOIT), the Ministry of Health (MOH), Ha Noi and Ho Chi Minh city agencies, and other Vietnamese Academic Institutes. In Ho Chi Minh City (HCMC), the project works in coordination with Department of Agriculture and Rural Development, Department of Food Safety, and other agencies through local Intersectoral Working Group[1] and Supporting Group to provide technical support to selected agri-food value chains (e.g. vegetables from Phu Loc Cooperative and Phong Thuy company, and aquaculture from Tuong Lai - Can Gio cooperative), Binh Dien wholesale market, etc. Local Food Safety Specialist will be based full-time in Ho Chi Minh City (HCMC), Vietnam, reports directly to the Project Director (PD) or his/her designated Project Manager and will be responsible for the overall day-to-day delivery, results-based management, monitoring and reporting on progress of technical assistance and capacity development activities from the project in HCMC and the adjacent supply chain provinces. She/he will work in a team of international and national specialists to ensure high quality support to the Government agencies and chain actors to achieve the expected project outcomes. Specific responsibilities include but are not limited to:
  • Engage with local government partners, through local Inter-sectoral Working Group and Supporting Groups, with support from Local Project Coordinator, to ensure good coordination of project technical assistance and training inputs in HCMC.
  • Work with other international and national specialists to deliver high quality and well coordinated technical assistance and training activities to local government agencies and chain actors to achieve the project outputs and outcomes, as identified in the Logic Model where food safety risk assessment and detailed value chain analysis is required with a focus on HCMC to:
  1. Provide assessment of local capacity in risk assessment and advise on setting up a national risk assessment network with a focus on HCMC.
  2. Develop guidance on the implementation of an assessment for both qualitative and quantitative food safety risks.
  3. Develop training materials, guidance manuals and other technical documents specifically related to science-based and risk-based approaches to food safety decision-making.
  4. Plan and conduct training workshops on the concepts of hazards, risks, exposure assessment in risk analysis and food standard setting.
  5. Coordinate and oversee the analysis of selected Vietnamese agri-food value chains as well as constraints and opportunities related to agribusiness investment options with emphasis on the functionality of markets, support services, trade policies, market institutions and organizations, risk management systems, food safety control systems and private sector engagement.
  6. Advise on, design, and deliver capacity development activities in collaboration with both private and public stakeholders in the areas of agribusiness, marketing and food value chain development including the application of VietGAP and HACCP certifications.
  7. Coordinate and oversee the implementation of training programs throughout the value chain including farmer field schools and other aspects of specific training for value chain nodes.
  • Lead implementation of gender sensitive, climate smart, agri-food value chain action plans to achieve the expected results in terms food safety, inclusiveness, sustainability, traceability; support adoption of innovation and value-added activities and organization of events as deemed necessary.
  • Provide technical input to update and develop Performance Measurement Framework (PMF), the risk register, Annual Work Plans (AWP) based on identified needs from the government agencies and private chain actors.
  • Based on the project M&E framework, conduct regular monitoring to capture results and provide inputs to monthly highlight reports, semi-annual and annual progress reports.
  • Perform other related duties as required by the Project Director.
Qualification Requirements:
  • Master’s degree in food science, veterinary science, agriculture, animal husbandry, epidemiology, food microbiology or a related discipline;
  • At least five years of professional experience in delivering and managing technical assistance to Government agencies and chain actors in improvement of food safety, and gender-sensitive, climate smart agri-food value chains, are required.
  • At least five years of experience involving ODA project planning, coordination and/or M&E, which applied principles of results-based management and risk management.
  • Proficient in writing correspondence/documents in both English and Vietnamese. Must be fluent in English and Vietnamese
  • Very good strategic thinking, planning, organizational and time-management skills to meet deadlines.
  • Ability to work independently, prioritize tasks, take initiative, as well as ability to work in a team.
  • Strong interpersonal and teamwork skills
  • Strong communication and problem-solving skills
  • Strong computer skills (Microsoft word, Excel, power point and other basic applications).
  • Experience with gender equity/gender equality, women’s empowerment, and related programming.
  • Experience with results-based planning, management, monitoring, evaluation, and reporting; and/or prior experience with food safety is an advantage.
  • Good knowledge of Vietnamese laws on labor, social & health insurance and other relevant applicable laws, codes, and regulations.

The Local Project Manager will be based full-time in Vietnam, reports directly to the Project Director (PD) and will be responsible for the day-to-day administrative management and operation for the project.

Responsibilities:

  • Working with the PD to oversee and manage project personnel and operations to achieve the project results.
  • Supporting the PD in the application of the Project Management Framework (PMF), results based Annual Workplans (AWP) and Reports.
  • Supporting the PD in setting up a cohesive project team for coordination and implementation of approved project activities to achieve the expected results from the project’s logic model including budgeting and scheduling.
  • Working with Monitoring, Evaluation and Learning (MEL) Officer in the timely and accurate preparation of results-based progress reports to inform decision making process.
  • Supporting the PD in the monitoring of project activities to ensure that they are implemented according to the work plans, on time, within the budget, and leading to achieve the expected project outcomes.
  • Providing logistical support and team building for project personnel and consultants, both national and international.
  • Supporting the PD with recruitment processes for national consultants and procurement activities; and
  • Proactively taking lead role to support other tasks as assigned by the Project Director or unanticipated activities.
Required qualification
  • Post-graduate degree related to project management, business administration, finance, agri-food or a related discipline, or equivalent experience.
  • At least 48 months of project management, at a senior level (coordinator, project manager, team leader or higher);
  • Experience with official development assistance (ODA) projects. Prior experience with food safety is an advantage.
  • At least 24 months experience with results-based management, monitoring, evaluation, and reporting.
  • Experience with gender equity, women’s empowerment, and related programming
  • Experience with human and financial resource management.
  • Must be fluent in English, both writing and verbal communication.

Since2023, SAFEGRO has been implementing food safety education and culture at Van Duc kindergarten of Gia Lam district, Hanoi city. This is considered as a pilot model under the gender responsible food safety community model. After six months of piloting, the project has achieved significant results, and this model has high potential for replication in other districts/provinces in the coming time. Therefore, SAFEGRO is looking for an education expert who will work closely with food safety specialist to finalize this pilot model food safety education program and lesson plans so that available for scaling up to another kindergarten in Hanoi and HCM city. Purpose and Objectives This assignment aims to help the selected kindergartens to integrate food safety (FS) into current education curriculum. By the end of the project, the selected kindergartens will have adequate knowledge and skils on FS by application of “learning through play” method. By March 2024, best practice of Van Duc kindergarten will be documented, and other results including but not limited FS integrated curriculum, lesson plans and practical guidebook will be developed. Additionally, the selected kindergartens in other districts of Hanoi and Ho Chi Minh cities will be supported to replicate this best model from Van Duc kindergarten. Teachers from these kindergartens will have sufficient knowledge and skills on integrating FS into current curriculum and developing FS lesson plans accordingly.  Scope of Work
  • The education expert will closely work with food safety expert and gender specialist to review draft curriculum and 10 lesson plans of gender responsive FS education program.
  • Finalize curriculum and lesson plans on gender responsive FS for kindergartens;
  • Provide training for Van Duc kindergarten teachers on gender responsive FS education.
  • Provide training and mentoring service for teachers in other selected schools to replicate the Van Duc model.
  • Lead/facilitate consultation workshops to share the most significant change stories/best practice and planning with MOET/DOET/BOET’s participation.  
  • Documentation of lesson learned and guidebook on FS.

  • Master's degree from an education program; doctorate preferred.

Job Summary:  

The Admin Officer is responsible for the efficient working of project operations in HCM City by ensuring the policies, processes and issues are handled in accordance with SAFEGRO’s and Global Affairs Canada Manuals/Policies and current Vietnamese Laws and regulations; and is responsible for the administration, organization and coordination of office operations, procedures, and resources to effectively support the smooth operation of all project activities in the Ho Chi Minh City and surrounding provinces. The Admin Officer will be responsible for the following key activities:
  • Being the contact person for project administration and information of the office in HCM city
  • Being responsible for the day-to-day administration management to ensure smooth running of office operations there.
  • Being responsible for organizing events of SAFEGRO (Partner meeting, workshops, trainings, conferences, study tours, staff outing, staff retreat, etc.) in HCM city and adjacent regions. 
  • Prepares the correspondence/letters/reports (both in English and Vietnamese) to relevant authorities, donors, partners, and other stakeholders as required coordinating translation services through the HPO.
  • Support all project staff and consultants in booking accommodation, vehicles, arranging travel when they have field trips in HCM City and adjacent provinces and other support as needed.
  • Local logistics arrangement for international experts. 
  • Support Project Accountant in collecting invoices and supporting documents for all payments occur in HCM and the Southern provinces.
  • Document storage, including hard copies of materials and reports, and electronic files using project SharePoint.
  • Provides  administrative support for international and local consultants, staff, and volunteers.
  • Performingother related duties as required by the Project Director or HCM Food Safety Specialist.

Qualification Requirements: 

  • The Administration Officer should possess excellent organizational skills, interpersonal and teamwork skill, strong negotiation, communication skills including English language capability, and be familiar with working in the international development sector.
  • Bachelor’s degree or higher in Human Resources, Business/Administration Management or other relevant discipline.
  • At least five years of professional experience in administration task, office management are required.
  • Proficient in writing correspondence/documents in both English and Vietnamese.
  • Good knowledge of Vietnamese laws on labor, social & health insurance and other relevant applicable laws, codes and regulations.
  • Good organizational and time-management skills to meet deadlines.
