The SAFEGRO project is funded by the Global Affairs Canada (GAC) as Technical Assistance Project for improvement of the food safety management system of Vietnam. Key partners on this project include The Ministry of Agriculture Rural Development (MARD), the Ministry of Industry and Trade (MOIT), the Ministry of Health (MOH), the Canadian Food Inspection Agency (CFIA), and other Vietnamese Academic Institutes. The objective of the project is to improve the performance of central and local governments in enforcing food safety regulations; increase the competitiveness of Vietnamese agricultural products domestically and internationally; and increasing consumer demand for safe agricultural products in Vietnam. The 5 year project (2020-2025) will work across the entire agro-food value chain by engaging and enhancing the capacities of three key target groups: the public sector (facilitation), the private sector (supply side) and consumers (demand side).
In partnership with the University of Guelph (Canada), Alinea International works with national and regional governments to improve food safety regulations, private sector suppliers to increase the competitiveness of Vietnamese food products domestically and internationally, and consumers to improve demand for safe food in Vietnam.
The SAFEGRO project is curenttly seeking a suitable candidate to fill the post short-term consultant (STC) – Food Safety Specialist with experience on risk communication supporting to the target audience survey/stuy on awareness, culture and expectation of targeted audience groups, expecially women and young group under the project activity (1311.1).
Scope of Work
This study is identified to be conducted together with series of baseline and assessment activities. The baseline study/survey undertaken to provide rationale inputs for the development of Communication Strategy (information and messaging package) for the whole project. The assignment includes following research pieces (i) Literature review and qualitative research, and (ii) conduct FDG and in-depth interviews and/or online survey and analysis of data collected from the online survey.
The objective of the activity is to identify and understand: (i) the rationale inputs for the development of Communication Strategy (information and messaging package) (ii) a framework to integrate risk communication messages into messaging package of relevant actors of the value chain, including Gov, CSOs, youth, women, consumer, etc.
Methodology
The primary method(s) that will be used in the study is a combination of quantitative and qualitative method is applied in the study. It is translated into practical steps, including desk review secondary data sources, online survey, interview, and findings for potential message package of each targeted audience of the project.
All consultants will work in a team with the national team leader. The team will be under the supervision and support of both the CEA and the Inter-sectoral Working Group (IWG). All consultants will work with the WG for the Component on a regular basis.
Roles and Responsibilities:
The STC – Food Safety Specialist with experience on risk communication must have the following minimum qualifications and experience for this position:
- Collect, screen data including writings and products on the media and general public for discourse analysis, secondary data regarding concept of safe food, food safety culture, current campaigns and channels for food safety promotion and recognition in Vietnam;
- Design questionnaires and analyse data collected from online survey;
- Assist in the development of a food safety risk communication strategy based on the results of the GBVCA and subsequent risk ranking and food safety risk assessments;
- Assist in the development of a food safety culture framework to guide SAFEGRO communication interventions
- Preparing, editing and finalizing the research report and listing out communication messages recommendations, which will be integrated into the Communication Strategy;
- Assist in translating the report and communciation strategy into English and ready for publication/use.
Required qualifications and experiences
The STC – Food Safety Specialist with experience on risk communication must have the following minimum qualifications and experience for this position:
- BA in a relevant discipline such as agriculture, food science, food safety risk communication, agricultural economics;
- At least 3 years of professional experience in the field of food safety risk management and risk communication in the various components of the food production, distribution, and value chains.
- Priority will be given to candidates with working experience in similar development projects
- Expertise in social sciences and humanities, law or a related social science, who has experience in agri-food development and consumer behaviour in VN
- Advanced Professional Proficiency in oral, reading and written English
- Strong interpersonal skills;
- Ability to work in a multicultural team; and
- Ability to work under pressure and meet deadlines.
