This guidance is intended to assist processors of fish and fishery products in the development of their Hazard Analysis Critical Control Point (HACCP) plans. Processors of fish and fishery products will find information in this guidance that will help them identify hazards associated with their products and formulate control strategies.

The guidance will help consumers and the public generally to understand commercial seafood safety in terms of hazards and their controls. The guidance does not specifically address safe handling practices by consumers or by retail establishments, although many of the concepts contained in this guidance are applicable to both.

This guidance is also intended to serve as a tool for federal and state regulatory officials in the evaluation of HACCP plans for fish and fishery products.

FDA’s guidance documents, including this guidance, do not establish legally enforceable responsibilities. Instead, guidance describes the Agency’s current thinking on a topic and should be viewed only as recommendations, unless specific regulatory or statutory requirements are cited. The use of the word “should” in Agency guidance means that something is suggested or recommended, but not required.

This guidance has been prepared by the Division of Seafood Safety in the Center for Food Safety and Applied Nutrition at the U.S. Food and Drug Administration

HACCP has evolved over the years, and so has the American Society for Quality (ASQ). As a result of this evolution, the Certified HACCP Auditor Examination has also evolved. This certification first started as an add-on to the Certified Quality Auditor. In 2004, the ASQ Certification Board approved the Certified HACCP Auditor as a stand-alone certification.

Along with this change, the Body of Knowledge was updated to include the principles of management systems auditing and analytical tools of quality assurance. As a result, this handbook was developed to assist the certification candidate in preparing for the Certified HACCP Auditor examination.

This volume incorporates most of the resource material that was published in The Quality Auditor’s HACCP Handbook. New chapters cover the HACCP audit, the HACCP auditor, and quality assurance analytical tools. In addition, the appendices describe ISO 22000:2005 Food Safety Management Systems—Requirements for Any Organization in the Food Chain and the validation of HACCP systems.

This programme, funded by the European Commission, was implemented by the European Committee for Standardisation (CEN).

The guidelines propose an innovative method for food hygiene and HACCP for Small and Medium Enterprises in the food sector, entitled Comprehensive Hygiene Management. This method was elaborated by Dr. Richard Bonne, a French veterinary inspector and teacher with more than 20 years of professional experience in food industry inspection in Europe, Asia, and Mediterranean countries
