Gender equality (GE) and women’s empowerment (WE) are defined as cross-cutting themes for the
Safe Food for Growth Project (hereinafter referred to as “SAFEGRO”). As outlined in the Sustainable
Development Goals (SDGs), gender inequality and social exclusion are closely linked to society,
economy, and welfare. Efforts to address gender inequality and social exclusion lead to long-term and
sustainable change. Therefore, a GEWE approach is essential to the success of SAFEGRO Project.
The GEWE approach examines the power relationships that are unequal and the inequalities that
individuals experience because of their social identities and how these identities intersect to create
experiences of vulnerability and social exclusion. It focuses on actions that address unequal power
relationships, reducing disparities, and working towards ensuring rights, responsibilities, opportunities,
and respect for all individuals.

Concern about the ability of the world’s ecosystems to continue supporting human life on earth is resulting in a renewed attentiveness to agriculture. In 2008, three major publications reported on the need to focus policy attention on food and farming. One finding of all three reports, supported by decades of research, is that developing gender-centered policies will ensure higher production and productivity in agriculture, and generate a large number of social benefits. With respect to value chains in particular, the fundamental premise is that paying attention to gender issues can increase production and productivity, speed up the adoption of innovations, raise household incomes, and ensure significant improvements to child health, nutrition, and educational levels, thus contributing to the achievement of the Millennium Development Goals. Investing in women farmers, assisting them to move into off-farm income generation, and increasing their effective participation in value chain organizations enhance the potential of value chain development to become an agent of sustainable social change.

Achievements in resolving gender disparities in education, employment, and health are notable. Women’s labor force participation rates in Vietnam are among the highest in the region, and the gender gap in earnings is lower than in many other East Asian countries (World Bank, 2011). Vietnam has adopted important laws and policies in relation to gender equality, including the Law on Gender Equality (2006), the Law on Domestic Violence Prevention and Control (2007), and the National Strategy on Gender Equality 2021–2030. Gender equality is also enshrined in many other laws (the Labor Code, Land Law 2013, and Law on Family and Marriage).

However, a critical gap has remained between policy and implementation. Prolonged and persistent cultural norms and social expectations emphasize different gender roles for men and women. The primary role of women is still seen as caring for the home and family. Women are often required to put their families first and..

Gender and generation dimensions of agricultural value chains play important roles for rural economic growth and poverty reduction in Vietnam. Recently, the labor structure in agricultural production in Vietnam has been changing.

In terms of age, it has become increasingly common to see young and educated laborers moving away from the agricultural sector and migrating to cities. With the young and dynamic labor force leaving the countryside, Vietnam’s agricultural productivity, entrepreneurship, and force for change are undermined.

A recent study has shown that youngsters have a negative perception of agriculture (Voice of Vietnam, 2017). Agriculture is considered only with subsistence farming, demanding work, and poverty.

Creating more opportunities for the youth in agri-business is one of the challenging tasks for development agencies set for themselves in their new program.
